Notice to Englewood Residents:
Tonight, the Englewood Planning Board will conduct a required second reading and vote to adopt the proposed City of Englewood 2024 Master Plan. This will be the seventh public hearing on this important document, which identifies policies and priorities for city planning for the next decade. It is our hope that any suggestions, questions, or concerns have already been raised through the ample public meetings and surveys conducted by the city, but this will be a final opportunity for public input prior to the vote.
Notably, this Master Plan does NOT contain an affordable housing component. The affordable housing element has already been dictated by a Court Mediated Settlement with the city in 2023 and is therefore not in-play. Discussion of affordable housing is NOT on the agenda tonight.
The proposed Master Plan is not a mandate, but rather is an aspirational document. As with all previously adopted Master Plans--it lays forth numerous recommendations from which our City Council may (as City Councils in the past) choose a la carte to pursue based on current circumstances, expert opinions, and public input. This document will enable us to take needed actions on flood resilience, stormwater management, downtown development, and other critical infrastructure for our city. Our City Manager has meticulously classified the various recommendations by short, medium, and long-term projects, as well as sorting into tiers by cost, to aid in the implementation process.
The Master Plan must be passed by the end of 2024 for the city to remain compliant and retain zoning rights. A failure to adopt this document will leave the city vulnerable to litigation including “Builder’s Remedies”, in which the city is stripped of our means to dictate zoning, leaving us unable to protect vulnerable areas from development that is not in line with the needs or the vision of our residents.

In-person participants will be entitled to make public comments and will be allotted a strictly enforced three minutes speaking time. I urge any further input to be brought forth at this time in a clear and concise manner. Thank you for your consideration in this important matter for our city.
